Some one billion people in China are covered by the country's social security system -- the largest number of beneficiaries covered by any single country's social security system in the world!

Despite the high coverage rate, China still faces important challenges in implementing its extensive system -- most importantly, income gaps between urban and rural areas and a pension deficit between contributions and payment. Consequently, the Chinese pension system needs reform to be sustainable into the future.

We are pleased to announce that Dr. Xiaoyan Qian, First Secretary and Labor Attaché at the Embassy of the People’s Republic of China, will be our speaker at our October luncheon. Not only will Dr. Qian will give us an inside view of China’s social security system, but she will also welcome a discussion of experiences and lessons learned in the U.S.

In 1996, Dr. Qian joined what is now the Ministry of Human Resources and Social Security, where she rose to become the Director of the Division of Technical Cooperation. In 2012, she took up her current post in the Policy Section in the Embassy in Washington. She holds Master's degrees from Oxford University and Renmin University and a Doctor of Law degree from Tianjin Nankai University.
